Each year, billions of tons of concrete become the stuff of buildings, highways, dams, sidewalks, and even artworks. The list goes on. Not only is the material ubiquitous, it has a long history. The Romans invented cement-based concrete more than 2,000 years ago and used the material to build architectural masterpieces such as the Pantheon. To Christian Meyer, a structural engineer at Columbia University, there's just no question about it: "Concrete is the world's most important material." And it's one of the simplest. A typical mix of concrete consists of 60 to 75 percent sand and gravel or crushed stone, 15 to 20 percent water, and 10 to 15 percent cement, which is prepared by roasting limestone, clay, and other ingredients. The cement is the paste that binds the components into concrete.

Hardpan, is a naturally occuring mixture of chemicals within soils that mirror a mixture of concrete, Ramona K. Using some creative thinking processes, what would happen if the "Martian Ocean water" was mixed with lots of gravel, sand, boulders--all from asteroid impacts and millions of years of erosion and dust storms.
Possibly, a very flat region in the northern hemisphere of Mars--a naturally occuring concrete mixture of hard-pan soils.
Yet, very little biological life, ie extremophilic (methogenic and halogenic) bacteria, that could possibly liberate the water from the soil mixture and reform a hydrosphere?

Its for people who like to read exciting news, postulate on creative ideas to understand something beyond their normal existance of mundane life that revolves around useless soap-opra shows on TV, boring movies at the theater, and the irony of 9 billion people in 2089 that are all starving for food, because of environmental issues on Earth. Senseless wars fought over oil and natural gas, and other econmomic issuse. Hopefully, as Sedna passes the outer planets, its gravitation pull will dislodge a thousand or so comets, that begin a journey into the inner solar system. A few striking Venus or Mars, and just one big one, to wipe out (human) life on Earth!

Its not going to be a place where you can order raw materials. Everything will have to be manufactured there. People wil not feel safe enough to move there unless they can cut the umbilical cord completely. That means that steel, glass, concrete and the food, water and oxygen will all need to be processed there.
